Applying for L1A Blanket after L1B was clearly not approvable

URGENT HELP

I had earlier applied for L1B and the Consulate Officer wrote "Clearly Not Approvable"

After 2 years, I am now promoted to Manager and applying in L1A category

Should I mention that earlier visa was denied in DS160?

Does having L1B clearly not approvable earlier impact the L1A approval.

The new case would be considered on its merit so no need to worry. However, you should give all responses truthfully in DS160 as the US Consulate already has all the information with them in any case.
