Visa for nephew

I filed I 130 for my sister and it has been accepted. Her son(my nephew ) is 20 yrs old now. When the visa is available, if he is more than 21 yrs old,will he be able to immigrate. What is the time frame used for referrance to calculate the age. Is it the time of approval of the petition or the time of issue of visa. Please help
