L2 Vs H4

Hi,
I am wondering with the following basic doubt, if any one can help me with understanding the background reason for the following?

Why USCIS allows L2 for work in USA but not H4? Why this partiality is being maintained? L1 or H1 is coming US for work, but only L2 dependent can work in US and H4 should not! What is the reason behind this? i am unable to understand.

Also, i am wondering what is the difference between H1B and L1B? Who can get H1 and who can get L1? H1 is higher knowledgeable person or L1?

See above. Unfortunately the spouse EAD difference is set in the law and USCIS can only implement the law as it was made.

Thanks for your attention and immediate response.
But still i am trying to understand the essence of it.
My question was on what basis such rule was made?
Say for an example, is there something like, h1 got this wonderful benefit which L1 has not and so L2 is allowed to work but H4 is not! such kind. I see after year 2002 only L2 is allowed for EAD, just wanted to know for what reason or basis such rule is made.

You have to ask the congressmen who passed these laws. I guess in most of their eyes, even being present in the US is a wonderful benefit in itself.
