Hello Desu, each Visa application is treated independently and is approved or disapproved based on its merits/demerits. There is no evidence to show that twice rejected B1s get their L1-B rejected too. The VO may ask you the reasons for rejection though. If you and your HR feels that your L1B case is strong no harm in going through its processing. This is my opinion please do seek expert help from within your organization too.
