H1 under adminstrative processing can I apply for L1

Hi,
Can you please let me know whether I can go ahead for L1 while my H1-B is under Additional Administrative Processing, if I am ready to leave H1-B (petition was processed by a consultancy) and go ahead for L1 through my current employer ? Please let me know.
