L1b Rfe and extension Denied , Applying again for l1b

I had applied for L1b extension for which i recieved Rfe , I did reply to it
But my response/ extension was Denied in April 2012,

My company wants me to Apply for l1b again in September(6 months from April)

What are my chances of getting L1bvisa , does L1b extension denial affect my next fresh L1B visa

What was the reason for denial? If your circumstances in which previous L1B was refused haven't changed, in most likelihood it will be refused again. This is my opinion.
