H1 extension rejected - Next steps

My H1 extension was rejected today after premium processing of RFE.

What are the options for me now?
1. Can I apply for L2 now? (My spouse is on a valid L1 visa)
2. Can I apply for a fresh L1 or H1 visa immediately?
3. How can I apply for L2 and EAD together?

Do you current have a valid I-94 or your I-94 assocaited with the H1B has already expired?
