After a family member arrives in the U.S., is it recommended to file the I-130 petition immediately and then wait 90 days to file the I-485 application, or is it better to submit both forms concurrently after 90 days? Are there any formal or informal rules that govern this process?

The 90-day wait isn’t law, just a guideline. I-130 you can file anytime. I-485 right away if dual-intent visa, safer to wait 90 days if entry was on tourist visa.
