It's been 7 weeks since I request my SS# and I haven't received yet, any Idea why is taking soo long?

I applied for Social Security Number on October 20th of 2014. I haven't received yet, I'm on F1 visa the people off SSA are saying that the my file was with homeland security and they are working on I20 I submitted. Can any one tell me what could be the reason ???????
