F1 Visa third attempt please help me.

Hi I have been rejected twice in aug 2012 and the appointments were within a span of around one week. I was rejected on the basis of 214 b and i m planning to apply for the final attempt. I want to know how should i approach the process this time and do I need to stick to the reasons I gave them the last time regarding my choice for California state university, chico as I would be applying to the same course I had applied earlier. I have read in the threads that they keep records of all the previous appointments so would anybody be able to tell me exactly what they keep and what not. Also what changes should I bring in to convince them that I am not in any case planning to stay there for a long time which is infact the reality.
