Change of Status H4 to F1 Query 221G

My wife had change of status done from H4 to F1. she completed 3 semester of graduation. during her last semester we visited India, and she got a query 221G during stamping related to sponsorship of research work. we have already submitted all the required documents and waiting for US consulate reply. Following are my questions:-

1). How long does it normally take in such type of situation.
2). can my wife register for classes for next semester as she is not currently on any visa.
3). can she skip a semester as her F1 is not yet approved and continue from next semester once F1 is approved.

Kindly please advise on our concern.
