Tax filing and F1 Visa

A friend of mine, an F1 visa holder, worked on campus legally but she didn't file her taxes for a few years. She plans to go home during the summer and return to finish her studies in the fall. Do you think she might get her returning visa denied due to her tax issues?

Section 6103 of the Internal Revenue Code severely limits the sharing of taxpayer information by the Internal Revenue Service with agencies outside the Treasury Department.

There is no practical way for Department of Homeland Security agencies to get ahold of this information and enforce tax return filing requirements upon returning aliens or citizens.
