I applied for a PhD to a US university for fall 2012. I was selected and an I-20 was issued. However, owing to a technical issue with my application, I was later sent a letter saying that my admission to the university was revoked. I proceeded to do an MSc in Europe instead. Now, after completion of my master's, I want to apply to the USA once again for a PhD.
My question is - since my I-20 was issued, do I still have a SEVIS record, or will I have to apply with a new SEVIS ID? Also, might the visa officer want me to explain the reason my admission was revoked in 2012?
