My brother decided to pursue his MS studies in U.S, but his older brother (me) is currently in U.S and his visa interviewed got rejected. What is the possibility to get it passed on second try?

As your brother is a permanent citizen on US its a bit difficult for you to make the VO understand that you have no intention of staying in US as permanent..
In the visa interview make them prove that you have strong connections in India (maybe you parents are in India or other factors) and no intention of staying in the US as an immigrant....
Prepare for you visa well...
