urgent help needed . Sevis status says completed

hi This is vikas i have graduated from a usa based university on december 2016. I have applied for an OPT but my OPT got denied on March 13. i received a letter from USICS that i should apply for an MTR , but when i enquired with my college they said they can put a request for putting me back in school. but the change of status applied by our school university has also been rejected. I haven't file my MTR, as it crossed the deadline. Now when i went and asked my international advisior she said that sevis record show that my status shows as completed.

I wanted to know

1. What does the sevis status Completed mean? Does it mean I am Out of Status?

2. How Many days can i Legally stay in USA?

3. Can I apply to a new university and join back in school and study again

4. As my OPT got denied, if i join back in a new school in a new program will i be able to get OPT again after the completion of another degree?

regarding MTR

can we repen the case if our SEVIS was in completed status. will it be any problem?
