I don't need TOEFL Again as my last program of Study was from a school in an English Speaking Country

I am applying for PhD program in Electrical Engineering for Fall 2009. I would like to specialize in Wireless Communication/ Signal/Image Processing. I have selected the following schools to start the application process:

    1) Michigan Technological University (PhD)
    2) Southern Methodist University (PhD)
    3) Auburn University (PhD)
    4) University of California, Riverside (PhD)
    5) University of Hawaii, Manoa (PhD)
    6) North Carolina State University, Raleigh (PhD)
    7) Penn State (PhD)
    8) Wayne State University, Detroit (MS & PhD)
    9) University of California, San Diego (PhD)
    10) University of California, Irvine (MS & PhD)
    11) Clemson University (PhD)
    12) University of Texas, Dallas (PhD)
    13) Oklahoma State University, Stillwater (PhD)
    14) Rensselaer Polytechnic Institute (PhD)
    15) Indiana University, Bloomington (PhD)

I am looking for a program with maximum chances of funding. My Dear Seniors/Administrators/Moderators/others students studying in these schools, kindly look at my profile and tell me about the chances of getting admission there (either in Masters/PhD) with funding. Are there any schools in this above mentioned list where I should not proceed with the application process? Kindly suggest. Thanks in advance

As far as funding goes, you can skip #2 and #12. Very difficult in those schools due to the urban nature and the large populi of students.

I am not a lawyer and you need to consult with one to validate any info posted on the forum and discuss your case specifics. H1b Question? Read the FAQ first.
