H4 to F1 : Can I do it from US ?

I am on on H4 doing MS in US. I would like to convert my status to F1. Would it be possible for me to do this conversion without traveling to my home country(India) ?

I heard- the rule has changed recently and it is no longer possible to renew or transfer visa without traveling to homeland (ie stamping is must). Any truth in this ?

Yes, you cannot transfer visa, but you can change your status. Those are different things.
Search for change of status.
