H1B Transfer/Payroll

Hi,
Can you please clear these points:
1. If company A has stopped running my payroll by 31st of March and I file H1B transfer Petition with Company B before 15th of March, Does company B have to run my pay roll the day they are going to file my H1 transfer petition?

2. Is there any grey area, that company B ( A is not already running payroll) is not required to run my pay roll unless petition gets approved?

For you to maintain continuous status on H1b, you need to be paid all the time. If B does not pay you, that means they don't have a job. How will they answer to RFEs? What is their basis of filing for the H1b petition?
