F1 Visa query: Renew

Thanks for providing all information on website.

Here I have one small question regarding F1 Visa. Hope you will not mind to answer it.

It goes like this.

Say If person has F1 visa- issued in Dec 2006 and it is valid till 2011 but due to some reason he has to postpone his decision to join university and has to stay in his current country. Now he is planning and for that he has reappeared in all exams and able to secure i-20 from same university, same campus, same course for jan 2010 intake. So does applicant needs to apply for Visa again at consulate office provided he has valid visa? Or he has to just land with all sufficient documents(Finance + Educational certificates etc)? is there any system where he can just renew or reissue his visa?
