Escalating a J1 visa under administrative processing for final resolution

Hi,

My J1 visa has been under administrative processing for 7 months, and yesterday, I emailed the consulate ([email protected]) asking for any updates. Their response was: We are escalating your case for final resolution. Does anyone know what does this mean?
