F-1 visa denied under 214 (b) for second masters in the U.S.

My case is a little different here. I have already been to the U.S. for my Master's and came back to India and now I applied for another F-1 visa for another master's and got my visa denied under section 214 (b).
The VO didn't seem much interested in asking questions. My interview lasted for less than 2 minutes.
However, I'm applying again for the visa. But this time I'm really scared. How should I be convincing the Visa Officer?
Any help is in this matter is greatly appreciated.
