Change of status L2 to F1 in parallel to L2 extension I539

Hello everyone,

I am currently on L2 visa expiring in Jul2020 and filed for extension I-539 along with my father's L1 extension I-129. I will be joining university here in US and hence would like to change my status from L2 to F1. I would like to know if i can apply change of status when my L2 extension is filed but not approved which means both will be in filed status and none approved when my college starts in Aug2020. Can both application go in parallel, i can withdraw L2 extension if change of status is approved before L2 extension. Another question is- will there be any issue attending college with current I94 expired and L2 extension I539 pending for decision?

Immigration laws allow the alien/ international student/ worker to move from one visa category to another, with few exceptions, like from H4 visa to H1B or F1 visa to H1 or L1 to H1B, without needing to go out of the country and getting the visa stamped for the new category.
