H4 to f1 change of status

My wife is on an H-4 visa, She got her admission to a Masters program for Fall-2020 while on H-4.

• I know that if we like to use certain benefits CPT and STEM OPT, we have to be a full-time student on F-1 Status.
• Now that we can not travel to the home country and get an F-1 visa stamped for Change of status, also doing it from here, it probably takes more than 10 months.

My question is: Can she start her Masters on H-4 now in Fall and in parallel apply for F-1 Change of status and when it gets approved her visa status will be changed, will she be then eligible for STEMP OPT whenever it is approved?

Yes, she can study on H4 and apply for Change of Status to F1 at the same time. I am not sure about how soon she will be able to apply for OPT.

Do you know in a dependent visa while studying in a part-time, can he/she be funded for tuition and other expenses except the stipend?
