F2 with Approved I-539 Question

Hello, I am on a F1 visa. My wife was also on a F1 visa, and last year we filed the I-539 to extend non-immigrant status and got it approved. USCIS mailed us a I-20 with my wife listed as my dependent.

She is visiting home for the holidays and I am confused about the impact of the approved I-539. she would have to apply for F2 visa in India, correct? Does the approved I-539 give her an advantage? or, are the odds the same as applying for a F2 visa from scratch?

The approved I-539 makes no difference one way or the other.
