When a Canadian company obtains a TN Visa for a Canadian resident to work on a short term project in the US, do these days count towards the 182 days a Canadian resident is allowed in the US as a tourist? Can my spouse get a TN Visa to accompany me but not work?

You might be talking about the 6 months one is usually admitted to each time one enters in B2 visitor status. How long one is admitted for each status is different. When entering in TN status, one is admitted until the end of the 3-year period that the initial TN admission was given for.
