TN VISA Psychologist

I'm wondering if anyone knows the educational requirements for 'Psychologist' under the TN VISA. I read information on one website that said "must have state/provincial license. Cannot qualify with just baccalaureate degree." Does this mean you can qualify with a Master's degree in psychology (as long as you're registered) or do you need a Ph.D?

Proof of Canadian or Mexican Citizenship;
A detailed offer/support letter from a U.S. employer; and
Baccalaureate or Licenciatura Degree; OR State/provincial license.
