Is it possible to change status from ESTA to F2 while in the US?

I need some help please!

I'm in the US on a F1 status, my wife has visited me couple times using ESTA since she is from the Netherlands. Do you think it's possible to apply for F2 for her while she is in the US? Or does she has to stay in her home country for that?

Both info and advice are welcome.
