Looking for Help with a VWP Question

I was hoping to find some help with a question we have about my friend's sister that would like to come visit the US from France. I understand that the VWP makes it easier for French citizens to come to the US on tourist visas but the situation has a slight twist.

My friend's sister is technically a Lao citizen but is married to a French citizen. She has a French green card to legally reside and work in France. Does she qualify for the VWP still?
