Can i sponsor Visitor visa with expired visa and valid I-94?

My L1-B visa is expired, but i have valid I-94 till may 2015 , i would like to bring parents for visitors visa for 6 months
is that possible with expired visa with valid i-94 any one had previous experience please share the experience....
