Transit visa needed via Frankfurt,Germany for Visitors?

Does anyone know if Transit visa is needed for visitors who travel via Frankfurt,Germany?

thanks,Rajiv.My understanding is if you have a US visa valid stamping, then you don't need a german transit visa...if US visa stamping on the passort is expired, then you may have to get transit visa for germany..
is that correct?

I spoke to German consulate and they are saying transit visa is not needed only if you have Green card otherwise Transit visa is a must.
Also they may issue transit visa at Frankfurt airport,but it may take time.
This is so confusing.on the website it was mentioned:

c)Airport transit travelers who are holding a valid visa for the USA (an approval notice is not sufficient), Canada or Switzerland, are not obliged to obtain an airport transit visa prior to departure. Until further notice for these travelers a “visa on arrival” will be issued by the competent authorities at the respective airport in Germany and no specific action is required from them to obtain an airport transit visa.

The worst thing is they are saying they have no information about what are the actual process in the Airport. They cannot guarantee of what are the visa requirements at Airport...sounds so strange to me???
any one fly thru Frankfurt recently and faced any issues?
