Rare Case - Please Help!

My mother applied for a visitors visa for the second time. she was told that the sponsor does not have sufficient funds. my mother was asked to come again to prove sufficient funds. She was only given a green card with a number written on it. There are no written reasons given to her. We are confused as to:

1. Under which section does she fall - 221g? but there is no mention of any section on the card given.
2. can she now change the sponsor from daughter to Self?
3. what is the period within which she will have to prove sufficient funds?
4. Should my mother apply again for the visa?

Since she has been asked to return with more evidence; that is what it is ,221g. Call ttsvisas or VFS (whichever applicable) ; they will tell you about scheduling another appointment for your case. You do not have to pay any reapp fees till one year for a 221g refusal. Prove your funds within a reasonable time to match the current
purpose and time of visit. If the sponsor cannot show
more funds, I guess the only option she is left with is to show her own.
Do some homework on how to show personal assets.
