Mothers B2 got rejected 3 times
My mother is a widow with 2 daughters. Myself in US on H1B and my elder sister in Australia.
My Mother visited Australia in 2010 for 6 months, came back to India for a month and went to Australia for another 5 month stay.
First Time
We have aplied for B2 Visa right after she returned from Australia and it got rejected for no strong ties in India.
Second Time
Applied after a month and the result is same with the same reason.
Third Time.
After waiting for an year from second Visa denial, she went for B2 interview and the VO refused the B2 Visa and asked her to apply for a family visa.
(Since we waited for an year I was hpoing she will get her Visa this time.)

My mother has a business in India and have some properties on her name. She will only be here in the US for few months and leave.
My question is what is family Visa?
And is there any thing we can do differently so that she can get a B2 Visa the next time.
