advice needed on repplying for B2 visa

My parents application for B2 got rejected under 214(b). I am their only daughter and had planned for their visit from Feb 2013- May 2013.

Now I am applying for just for mom's visa. She is now planning to visit in April 2013 and will return within two months as my dad will not be going with her.

1. In this case can i re-apply for her now and take an interview date in Jan itself as she is planning to visit in April. (last interview date was 31st Dec 2013)
2. Do we have to obtain value of the house or just the ownership document is enough?
3. what other strong documents can she carry other than Bank FD's and house agreement?
4. Does she have to again go for OFC appointment?

1. yes, you can.
2 and 3. they won't look at any documents. They just decide on the basis of your situation and what you answer to their qs.
4. I guess not.
You are risking another denial by reapplying too quickly.
Shows to the officer that your mother is desperate to go and that maybe you are pregnant.
