Visitor visa for my mother to attend my wedding.

Hi,

I am indian citizen living in US on H1B. I am going to get married to US citizen in coming April. I would like to invite my mother to attend my wedding.
Here is her case:
She applied twice in 2012 for visitor visa and they rejected her application under 214-B as I am the only one child living in US and my mother is widow.
Last time she applied in december 2012 and asked for 15 days visa to visit me and spend some vacation time with me. She is working as a teacher in india and has sufficiant amount of money for her self. Is there any otherway to represent her visa case this time for attending my wedding?
What if she take package toure i.e thomas cook or sotc and come to US for my wedding?

Widow and only child in US is a bad combination for a B1/B2.


She could be honest and apply now with the reason to attend your wedding, maybe a lenient officer could grant her the visa
but they will ask why she did not mention your wedding in Dec 12?
