Visitor Visa for Parents Please Advice, Attending US Consulate outside Home Country

Hi ,

My parents are currently in UK on a visit visa, is it possible for them to attend the US consulate in UK for a visitor's visa to USA.? Please Advice....

They will need to apply from their home country.
