My mother applied for her B2 visa in Harare, Zimbabwe today and her visa was denied again as it was in 2008. In the years between, we did not reapply. The reason that she was given for her denial was because of the way I adjusted my status when I arrived in the US. I came to the US in 2005 and went through the process of applying for and was granted asylum in 2006. I filed paperwork for my children about a year later and they were able to join me in 2008 and that was the first time she applied and was denied. Their reasoning is she will not return to Zimbabwe even though my brothers and their families and my father are still there. She has traveled to England and South Africa and has returned from those places. When she traveled to England, they pretty much denied her for the same reason but she was able to appeal and was granted a visa and visited my brother. I would appreciate any guidance or suggestions.

The problem with US visitor visa is there is no appeal process.
By law, they give it to you as a privilege not as your right .
As you likely know, one is allowed to reapply as many times as one likes. But there has to be a significant change in one's application
for it to be reconsidered. In your mother's case, this asylum issue of yours is hard to be overridden.
What is your status currently? Are you a green card holder / have you become a citizen?
