What VISA category should I select for parent - B1/B2 or B2

Hi I am planning to apply for my mother visitor VISA, I would like to which category I should apply, B1/B2 or just B2.

And also can I send sponsor papers by scanning/fax or do I need to send them by mail

I-134 has to be an original , so send everything by mail or courier.
