Visa Appointment query

Hi,

I have booked appointment for both my in-laws. But due to work related reasons my father-in law is not able to appear travel to the US and also appear for the visa interview. can my mother-inlaw proceed for the consulate interview alone? If so are there any issues with it? kindly advise
