Visitor's Visa can it be applied in Hyd?

Hello,

I have to apply for a visitor's visa to the u.s.a and I have the following queries.

1. Can I use the hyderabad tts services to apply for the visa or do I need to schedule an appointment at Chennai regardless?

2. My permanent address is Hyderabad but I have been working in Pune for the past two years. Can I apply for an appointement in Mumbai consulate?

3. I plan on visiting USA in april, so if I get an appointement in january say, will I get the visa with validity starting from April?
