what does ''VL'' means??

i am new to this forum.Recently my dad had applied for visa to Thailand.He already gone to thailand four times this year already.But thai embassy has rejected his application this time.He is in great tension.They wrote the word "VL" on the very last page of his passport.I would like to know what this really mean.So any one if know what this means ,please explain it to me.

Still, my guess is they denied him because he was traveling too often.

I appreciate that you have replied.
But i would like to ask a simple question though, yes my dad had been visiting quite often and never been rejected for about 30 years and suddenly now rejected three times in a row within a month.He is tensed.Is there a chance of getting visa if applied again or he should wait for some time before applying again.thanks!
