Friend from Iraq. How to get to US?

I would like a friend from Iraq to come and visit me in the USA. I keep hearing I have to send a bunch of financial information or a visa invite. Why can't he just apply for a visitor visa? If he does apply for a visitor visa, how long does it take to get approved?

He can apply on his own if he financially capable of taking care of all the expenses of visiting USA and he can show the proof.
