Applyng Visitors VISA to parents

Hi,
I am working in USA with H1B VISA. I have recently joined with new organization and my new employer applied H1B transfer under regular process. My wife is pregnant and I would like to sponsor visiting VISA to my parents to support my wife for delivery.

(1) In this situation can I sponsor Visiting visa to my parents?
(2) If I can not, can my friends or other relatives who are in USA can sponsor Visiting VISA to my parents?
(3) Are there any disadvantages if my friends are relatives sponsor Visiting VISA to my parents?
(4) Even if my relatives sponsor visiting VISA, can my parents stay with me or not?

Usually they deny visas for pregnancy/delivery care.
And
Friends' sponsorship is not advised.

About relatives it depends on how close they are and what visas do they have.
Also your parents' income status and savings status in India. If it is very good, they can fund themselves
and there is no need for sponsorship.
If they are successful in getting a visa, they can stay with you or any relative .
