Passport renewal / Visa Application ??

hello!

My brother wishes to visit USA for educational purposes for a month. The current passport is valid till Feb 28 and he needs to be in the USA till Feb 26. So the validity period is not exceeded.

But since he would not have the "6 mon" extra validity, Can he apply on the present passport and have his passport renewed after he get the interview date??

Or does he have to wait for his passport to get renewed and only then apply?

Apply only after getting the passport renewed.
The US embassy website clearly states;
Required a passport valid as of the date of entry into the U.S. (persons whose passports will expire in less than 6 months after their entry into the United States should renew their passports before applying for a visa
