My mother visa denied

My mother appeared in New Delhi on 09-May-2014 @10.00 am, She is widow and i being the only child and I have sponsored the trip I have my in laws living there in Kent WA (Kent is in the heart of the Seattle-Tacoma metroplex,) and practicing (Business) of accounting. (Mine along with my wife's petition is pending under F3 ) was denied like

VO: sorry i cant issue u a visa on this day even if i wanted to as my computer does not allows me
mom tried to impress and told to look at papers and all other things but he denied and said sorry
and provided 214(b) reasoned pre printed form

mom DOB is 12.06.1956

kindly help what was wrong if he was talking about any quota of the day or any other thing or quoting the wrong city name just made him fussy. how many chances are there to get the visa.
My in laws visit us regularly on yearly basis.
kindly guide me as once our petition is approved and we move to US it will become very difficult for her to live here and also we wish that she could move freely any time she wants to meet us once we are in estates.

In my opinion, she was denied because she is a widow and the purpose to visit an in-law relative ALONE is not a sound one.
Plus it is very likely their computer gave them the info about your F3 petition ( your name is in the form and your petitioner's name is the contact).

There is no limit to how many times you can apply. But , in her case chances of success are not good, because of her widow status and your pending petition.

She could have a better chance applying to visit with you guys for tourism but you won't be able to get a visitor visa because of the F3 petition.

I am sorry I do not see a way out.

firstly thanks for detailed reply i salute your experience in this regard

kindly advice if my mother's elder sister and her husband who are already having a Visitor visa accompany her in december 2014 (for a family function) and her funding and sponsorship is made by my inlaws only then there is any chance (I will not quote my name in DS160 as my petition is pending)

also i would like to confirm that we want mothers visitor visa as when we will immigrate to US then there will be nobody to look after her even though we have ancestoral house here in india, if she would having a visitor visa she freely come to us whenever she wants freely.

or it would be better If I sponsor her visit after migrating to US.

after you migrate, it will be very difficult for her to get a visitor visa as then the officer will think she will live where her only son lives.

I understand your point about the difficulty for her living alone after you migrate.

About your F3, they already must have marked it in their computer.

Visitor Visa of my mother

As per below thread we have got the immigrant visa for USA along with my wife and two children, and I will be going from 14th October 2015 along with them and returning back on 05th November 2015 after settling them in USA, as I have commitment with my existing indian employer to work till the financial year end ie March 2016, after that I will move to USA.

Now my point is that I wish to have the visitor visa of my mother as my both children are very attached to grandmother and will for sure miss her in USA.

If I apply for my mothers visitor visa near to the Christmas holidays to visit USA and my son will also have holidays during that period, as my mothers real sister(who already have US visa and her husband) will accompany her.

my wife will send the invite to her by letter, and I will stay in india as strong tie,

also I would like to know that who will fund her visit Me (have monthly salary of around INR 90000.00 ~ USD 1350.00) or she herself she have around 3 lakh of money in her account (gifted by me during and some capital of hers)

kindly guide will it help us to increase the chances of getting visitor visa as she intends to visit for 15-20 days
