Delhi consulate preferred over Mumbai?

Hi,
Now that the new rules are in effect, can my mother who lives in Mumbai schedule a visa appointment in Delhi?
To do this does she need to pay the draft in the delhi branch of HDFC?
She was denied a visa in Mumbai and I hear that its better off applying from Delhi, is that true? or should we just go with Mumbai again this time?
