dependent vis to my wife

Hi I am on f1 and my wife has applied for f2 visa and she got rejected I am planning to bring her on visiting visa and once I get H1 I want to apply h4 for her. Is this legal or will she have any issues when she attends for h4 visa.

I am doing my second masters and working on CPT so I don't want to take any kind of risks now to send her back on f2 visa .Please suggest me on my situation now.

if she was denied f2 she will be denied visitor visa too as the basis of denial is the same in both the cases.

Wait till you get an H1 status , then she can apply for an H-4 visa at home. She won't have problems getting an H-4 as it does not
require an intent to return home like F2 and B1/B2 .
