denied visa help

We are trying to sponsor a high school senior equivalent to Germany. She wants to visit for six months and return to Germany to start College. We belong to a non profit club which is the Sister City German Club in Englewood Ohio. We have a program that sends our kids to Germany for 5 weeks and they send the next year there kids to the USA for 5 weeks. We have met this girl from this program and would like to host her here in the USA she wants to see America and learn how to teach English so when she returns in the Spring she can go to College to become an English teacher for young kids in Germany. Our Club would like to sponsor her and our family would host her for the six months. She applied for a visa and was rejected. they say she has no reason to return. But we know that she wants to be in Germany with her family and friends. Her mom came over at her age to backpack the US like we as American's do in Europe. HEr mom wants her to have this experience so she can mature and see the world. We have an 18 yr old daughter who would be doing the things with her.

What do we do? Help we are all heart broken that she was denied..

mainly; purpose of visit, duration of visit, who is paying for her trip, any relatives in US, any co-travellers?
3.Interview in Q and A form, whatever she can recall.
