My mother is a widow,is 82 years old and is a citizen of India. She has a long stay visitor pass in Singapore where she lives with my brother and family. I live and work in the USA, am a green card holder and have applied for citizenship. My husband and daughter are US citizens. I would like my mother to visit me in the US to attend my daughter's high school graduation. Is it possible for her to obtain a visitor's visa from Singapore or does she have to return to India?

One should apply where one has residential ties. If she had a residential visa for singapore, she could apply there without a doubt. But with a visitor pass,
it is doubtful. What are the terms of the visitor pass; meaning how long can she stay there and does she have to go back to India to come back again?
Also, what are her family ties and other ties( home, property, finances) in India? How long does she spend there in a year?

The visitor's pass in Singapore is for a year at a time. She renews it every year from Singapore. She has property and bank accounts in India. My brother and I are the only kids. I can only show property etc., in India, whereas I can show family ties in Singapore. She has been staying in Singapore for at least 6 months at a time for quite a number of years.

you can try in singapore. If they want her to apply in India , they will tell her that but she will get a denial to the present application.
Her age allows her interview exemption anywhere she applies.
The form DS160 has to be completed carefully as that is what they read and decide.
