Done fraud in india and move to usa

a person done fraud in india, he had many cheque returns case.
he moved to usa on b2 visa n it is expire, I have his address can i file a complain?

plz help me out

If the person hasn't committed crimes in the U.S., other than overstaying a visitor visa, what do you expect to happen? Unless you have been directly damaged in some way by this person, leave it alone and move on with your life. USCIS or ICE agencies are not likely to send officers to investigate someone who is "suspected" of overstaying a visitor visa.

Follow the chain, first complain to local police. If fraud is large enough and courts in India declare the person as absconder possibly a red corner notice can be issued by Interpol.
