It's for my brother I have to apply for. He belongs to Gujarat but has been studying in Karnataka for the past 3 years. So does he still come under the mumbai consulate??

The VFS website states,

"If you are resident in India, you are required to appear for an interview at the visa section having jurisdiction over the territory where you have been resident during the past six months."

so he can apply in chennai.
